Develop a riverwalk and entertainment complex along Boggy Creek from Meadowlake Park to Government Springs Park. Incorporate green areas along with space for shopping, restaurants, entertainment venues. Include water taxis and bike and foot trails.

I was thinking about Boggy Creek today. There's that old bait shop at the east end of town on Boggy Creek right past 30th Street and I was thinking it would be cool to re-open that either as a bait shop and have a Boggy Creek cane pole fishing tournament or maybe rent tubes for people to float - like a public swimmin' hole. I remember people swimming or floating in it when I was little. I don't know how the fishing is or how clean it is.

Expand TriState into a larger music festival. Encourage tourism by bring in orchestras and entertainers. Keep the focus on the kids participating but also encourage parents, visitors, and touist to come and experience the event. The final Saturday should be a well organized street parade along with open concerts of different types of bands and orchestras topped off with professional concerts to inspire the kids and everyone else.

Revisit the idea of decorating Meadowlake Park during Christmas. Lights, displays, train rides, caroling, vendors, floating luminarias. Government Springs could be done also. If Enid really does Light up the Plains then we need more than just downtown.

How about a season festival. We already have Scare on the Square, but how about something OK or regionally orientated.
Example: Every summer in WI, we have a corn roast. Local Farmers/City work together to get truckloads of fresh corn. (I'm not sure if it's donated, or bought at a discount or something.) Area bands play, and compete. The carnival throws up a few rides for the kiddos. There is a food and beer tent, and also a flea market. It's held over the weekend, and usually starts in the afternoon til about midnight. Area business can set up booths, and advertisements, as well as donate items for use, (such as the stage, lights, etc). Even local police officers and 'bouncers' volunteer to walk around and make sure it doesn't get too rowdy.
The fairgrounds/expo center wouldn't be a bad place to have this... Esp on a race night?...
It's a really fun time, and inexpensive to attend (unlike the fair!)

How about getting two big music gatherings together.
First being a country fest type venu. A three to four day event with say 30 artists 20 or so big names and 10 up and coming bands. Would bring a lot of visitors to Enid as well as use that convention center. Make it an annual thing and its got to be a hit.

Onto that second event, same formula, just more of the other styles of music this way all genres of music are bringing everyone cheer.
