How about a "recreation" department to go along with the Parks department. Stillwater, Moore, Norman, Chickasha, etc. all have excellent recreation departments.
My teenage granddaughter said she and her friends would like to see a place where they could go and dance, play those games whatever you call them, maybe have a coffee bar. She said they'd like a place to just hang out. Said the old WalMart bldg would be a good place if someone would buy it and do something for the teens with it.
Similar to the Lance Cargill 100 Ideas initiative and the Okie Doke Okie 100, the citizens of Enid, Oklahoma have decided to do some proactive brainstorming and this is the place. This project is not related to the other two, we're just following their examples.
Advisory Board
An advisory board will be created and these ideas will eventually be taken to our city leaders.

Could we made use of the Meadowlake Park or Govt. Springs pond? Maybe paddleboats?

Recreation does not always have to mean sports. The City of Norman holds adult ballet classes, pilates and yoga at much reduced prices.
Recreation could mean art or music or hobby classes. However, they need not be expensive so all may participate if they chose.
