I would like to see some streetscaping on Owen K. Garriott and Van Buren at the least do heavy streetscaping on the entrances. Also, where possible do streetscaping in the medians on Owen K. Garriott, more towards the west side due to the land separations, unless the city wanted to create more land on the Eastside but I doubt that would happen.

Secondly, I would like to see a policy in regards to holding those individuals on the Owen K.Garriott and Van Buren to a certain standard.

How about planning a day in the spring, and having volunteers split into groups and help houses, and business clean up the areas that you can see from the streets (at least). Especially on the main roads (Garriot, and Van Buren). If you get it cleaned up, it's alot easier to manage, and regulate standards.
I think okrednk has a great idea of holding the neighborhoods to standards. Perhaps set a reasonable deadline for the areas to be cleaned, if it doesn't get done, give them a specific warning, and then if it still isn't done, ticket and fine them.

I really like flower pots around town, and in the street medians. It's very attractive, and inviting. Are there any plants that can survive the OK weather??

Not sure what plants can but there are shurbs and small trees that would thrive as well as bring an impressionable image.

Just image an Owen K. Garriott littered with Redbuds in the spring and fall. :)
